The Command Instrument Rating is the basis for professional piloting. A rated pilot can operate almost independently of the constraints of weather - within reason.
Instrument flying is the most demanding and, in many ways, the most rewarding facet of piloting. It is the mark of the professional. A pilot who can plan, organise and conduct an actual IFR flight, within CIR tolerances, and have the scans and work-cycles under control to the extent of being able to concentrate on navigation, traffic and systems management and, at the same time, anticipate and plan the approach, is a good pilot.
The technique of flying the aircraft by sole reference to the flight instruments is not difficult in itself. But the added tasks of systems management, navigation and forward planning while flying, make single pilot IFR the most demanding task that the pilot has. It requires knowledge, preparation and recency.
